Burn to Shine 3 Portland falls a bit behind the number 1 Washington DC and number 2 Chicago.
I personally prefer the more noisy rocking sounds of the first two editions.
However, Sleater-Kinney and also The Shins really rock the house.

This DVD is absolutely amazing. The concept for Burn to Shine in general is really cool, and I'm glad to see all of these great bands being a part of that.
The Thermals: I actually saw them the night right after I bought this. I'm increasingly becoming a huge fan of theirs.
Quasi: Janet and Sam, as always, didn't disappoint.
Sleater-Kinney: This rendition of "Modern Girl" reinforced why they're my favorite band.
The Ready: I have ties to the Rock N' Roll Camp for Girl and know people who are friends with Vera, the drummer, so it was especially cool seeing young girls playing really good music.
The Shins and the Decemberists: They're well known bands now, and after watching this, I'm willing to take that step into mainstream and seeing what they're about. I especially liked the performance by The Shins.
The Gossip: I have become obsessed with this version of "Listen Up!" The album version just doesn't cut it for me.
Of course I didn't mention all of the bands, but honestly, they were all quite good. Perhaps I have a bias being from Portland and knowing a lot of these bands beforehand, but I've shown this to many of my friends who do not share my same music taste, and everyone has gotten something from it.
I HIGHLY recommend buying this.
