Because it doesn't ACTUALLY exist. Douglas Adams never wrote a novelization of any of his Doctor Who stories directly. (He self-plagirized some bits for the Dirk Gently books) But this listing is in error. There is no book. Lord knows what the ASIN number is, this was never written, or published. No novelization of any of his three stories happened, except for an unofficial fan version that can't legally be sold. So...
Order away. Let us know if it ever comes out.

The Pirate Planet (Kalifraz) is crushing planets into micro size and suspending it using Karitic geometry. The Queen is using the energy of the planet to regenerate. The doctor tells her that the technology is unstable and won't work, but the queen has almost full materialized and won't listen. The Queen is controlling the captain through pain control and the Doctor discovers the method. The Doctor discovers a projection device that creates a hologram.

Why did the Doctor arrive on Kalifax? The doctor realize that the private plant has consumed the original planet he was trying to reach. The Doctor and his companion find the old queen suspended in partial time, a few seconds before her death. The Old Queen of Zanek is suspend in a time slow down. The regenerating Queen is using time dams to create celluar projection to become real. The time dams use energy from the crushed planets.

The Doctor defeats the Queen and uses the Captains equipment to set off a compression routine that will compression the private planet; and compress Kalifraz into a quarter shape, the the second piece of the key to time later. The Doctor laters will pick up the second piece of the key to time, in the time vortex.
