Actually it is.
Delivered two days after I placed the order, and it works very nicely.
My dog is used to the noise of the fur clippers and this is quieter.
No splintering of the nail ends as there is with the scissor style clippers.
It is easier to get the nails short without cutting the quick.
Ni-Cad batteries should be run down low before recharging, for longevity.
I highly recommend this. (at the current $32)
Use it at low speed for safety, and to get used to it.
Work from the right and go upwards so it won't catch on the top of the nail.
Keep your hands in contact with each other.
Don't spend more than a couple of seconds, and let the nail cool.
Watch closely for the approach of the quick.
