About the Author
Victoria Ballard Bell is a Freder-ick P. Rose Fellow with masters degrees in urban planning and architecture. She is currently working on the Marion Alabama Job-training and Child-care Center. She lives and works in Raleigh, North Carolina, with her husband, daughter, and dog. Patrick Rand is the associate director of the School of Architecture at North Carolina State University's College of Design.
