Resident Evil: Operation Raccoon City is a hybrid Horror-Survival/squad-based Third-person Shooter game set between the events of Resident Evil 2 and Resident Evil 3: Nemesis. The game features mission-based gameplay as multiple playable characters from the Umbrella Security Service, each with special abilities. Additional features include: a wide array of enemies (zombie, human and other), four-player support in the campaign, and the ability to play as iconic Resident Evil characters in an online mode.

Story

It is September 1998 and the action centers on the ill-fated Raccoon City. When the Umbrella Corporation learns that one of its top scientists, Dr. William Birkin, plans to sell the experimental G-Virus to the US Government they order an elite team of Umbrella Security Service (U.S.S.) Soldiers led by Hunk into their secret research facility to secure the only known sample of the virus. The operation takes a turn for the worse when Dr. Birkin injects himself with the last vial, mutating into a deadly creature, G-Birkin and over powering the team. During the battle the deadly T-Virus is leaked into the sewers and spread through Raccoon City, infecting the entire population.

Hearing of the outbreak, the U.S.S. Team is given fresh orders to destroy all evidence of Umbrella's involvement and silence anyone that might discover the truth. The Umbrella Biohazard Countermeasure Service (U.B.C.S.) Are also deployed to help contain the situation. Meanwhile the US Government has quarantined the city and dispatched its own team of special operatives to determine the source of the mysterious outbreak. Caught up in the chaos are rookie police officer Leon S. Kennedy and Claire Redfield.

Gameplay

Resident Evil: Operation Raccoon City blends classic Horror-Survival gameplay with third-person team-based Shooter action. Players take on the role of an Umbrella Security Soldier (U.S.S.) And battle against all the competing forces at play in Raccoon City. Choose from six characters, each one equipped with a unique skill set, including the female field scientist Four-Eyes who can manipulate the T-Virus and take control of the B.O.W.'s raiding the streets of Raccoon City or the weapons expert and U.S.S. Team captain Lupo. The game also offers four-player co-op play, and the online Heroes Mode which allows for play as classic Resident Evil characters, such as Leon Kennedy, Claire Redfield, HUNK, Jill Valentine and others.

Garbage A.I.:
-Other players when controlled by the AI: they are absolutely useless... their suppression fire is everywhere but on the enemies, they tend to leave you helpless, they tend to not fire at all and just stand there, they always bypass you and go beyond where you are to reach the end of the level before you, etc. Left 4 Dead AI players are a 1000 times more useful and helpful.
-Enemies: they soak up bullets, they really want you and you more then life itself... screw the AI when you're there.

Conception or implementation of:
-Very first level is hell on earth due to the stupid AI players never helping you at all, invisible walls, incapacity to turn around and run, rarity of ammo to replenish, grenades suck wang (they can go out of bound, enemies see them arrive quickly and leave before it even lands or it blows next to them and does nothing more often then it should, you get pined really easily and cannot get out of reach... the first boss fight experience is ruined. The hiding for cover is annoying and not very helpful.

Multiplayer:
-No local / split screen... you can only play with others online or via another console... you can play alone with the stupid AI, but that sucks so bad that it's not worth it.
-Haven't tried the multiplayer with other real people... I'll have to see if it makes it fun... but that means you HAVE to have a gold membership with Microsoft.

Sad to say that the main reason someone might buy this title is because of the Resident Evil brand name.
Being able to do a spin-off of the core series is a great way to explore and revisit the past (Resident Evil 2 & 3).
Though the concept of being an agent of Umbrella Corporation is unique and promising; providing different perspective of the retro games. I must say that the great concept fails dramatically due to poor execution. The most important ingredient for any game is the gameplay.

Gameplay
Being a fan of Resident Evil from the beginning of the series, the departure from puzzles (I have no problem with that, but it would be nice if they would revisit those roots as well), it's fun to have the action as the main focus (I understand they are trying to gain more fans through zombie-killing action). The action is not done well, I mean I keep on shooting the guy and there is like no reaction... kills the fun factor. Ironically, the zombies "feels" more "alive" than the living, the zombies actually react to the shots, while the human special forces counterparts just stands there and keeps shooting at you.

The game can be finished within few hours because it only consisted of a few levels. I'm just surprised that the developers would have the nerve to release DLCs (that seems like it was held back from the game) and expects people to pay for them, by each level, WOW! I mean if you made a good game people might buy into that, but this is not the case, far from it. Eventually, I think the low sales will provoke the release of free DLCs for all the levels.

Coop Story Mode
This game is best played with a friend because the AI teammates are more brain-dead than the zombies you are fighting. You are able to create a team up to 4 players.
There is no local/split-screen, only online mode.

Multiplayer
Disappointed that there isn't any survival coop, a fun cornerstone of any zombie game. The multiplayer is mainly team deathmatch with poor mechanics, such as the reaction factor just like the story mode.

Presentation
The sound and graphics seems like it came from PSone/PS2 era (maybe it's intended lol, for the retro feel o_O), The 3rd person action element is fun, but they got to fix the intelligence in the A.I., they are the death of you, because they don't assist you, they get killed and you have to keep on spending time to heal them.

Poor marketing/false advertising
I understand some people felt mislead for the advertised "being able to change the Resident Evil history by Saving or Killing Leon", I had high hopes that there would be moral actions performed throughout the game (like Mass Effect) will effect the outcome of the story or the fate of Leon. But no, it was just a simple kill or save Leon at the end of the game, there was nothing profound or enlightening, which was disappointing.

Some people thought they were going to be able to control these Star characters (Leon Kennedy, Clarie Redfield, Jill Valentine) in the main game. This marketing tactic is not tasteful at all and is a poor service to the loyal fans of the series.

Overall
The game feels like it's an incomplete beta version of an Xbox Live arcade game, yes it should only be worth 800 MS points, that might even be considered a high price tag! :b

Fun factor yes, only the 1st playthrough, traded game after playing the 1st free DLC
Waiting for Resident Evil 6 released later this Fall 2012
