She has held management positions in human resources administration, written personnel policy for the Speaker of the House of Commons in Ottawa and led audit teams in evaluating the performance of government departments across Canada. Her first book, The DEW Line Years, was published in 2007 by Pottersfield Press. Frances has lived on Nova Scotia's South Shore since 1987.

Frances Jewel Dickson's portrayal of rugged sea captain Matthew Mitchell is superb. Whether she is chronicling Mitchell's early years learning his trade, detailing his adventures on steel trawlers or wood dories,or capturing the essence of his 45-plus years as the shore captain at the Fisheries Museum of the Atlantic, Dickson's creative storytelling style presents a colorful character whose life is a true slice of history. For anyone who loves a good yarn, and yearns to be part of an Eastern Seaboard yesteryear unlike any before or since, Skipper is a must read.
