Every day, police officers face challenges ranging from petty annoyances to the risk of death in the line of duty. Coupled with these difficulties is, in some cases, lack of community respect for the officers despite the dangers these men and women confront while protecting the public. Exploring issues of courage, integrity, leadership, and character, Unleashing the Power of Unconditional Respect examines ways to effect organizational change that helps police officers inspire community trust and support with every citizen contact.

The book begins by discussing why courage is often lacking in a bravery rich culture such as law enforcement. It demonstrates how personal integrity is the foundation for unconditional respect, and provides reasons why having and maintaining integrity are some of the most difficult struggles for individuals and law enforcement officers in particular. It enumerates some of the tactical benefits of unconditional respect as well as interpersonal benefits.

Then, the book explains the concept of anima-based leadership core competencies. It examines how unconditional respect affects law enforcement’s interaction with the communities in which it operates and describes how it creates and builds high character. Finally, the book explores way to influence an organizational culture toward unconditional respect.

Over the past several decades, police training has all centered on self protection from violence aimed at officers by members of the public. Officers are told in training that every encounter, every traffic stop, and every interaction has the potential to turn deadly. Therefore, for officer safety, the officer must control every aspect of these encounters, and dominate every person he or she comes in contact with. No disobedience should be tolerated, and no one should expect an officer to do anything except what is necessary to establish control, and with it, safety. Combine this with the common "us versus them" thinking in American law enforcement, in which officers see the worst of humanity day after day, slowly becoming convinced that they can trust only their partners, and the outcome is what we often have now: strained citizen/police relations at best, and often outright disrespect and hostility.

Jack Colwell and Chip Huth, both veterans of the Kansas City (Mo.) Police Department, have a completely different take on this received wisdom. It is a breath of fresh air, one that I thought I might never emerge from the macho, tough-guy culture of American policing. And all of it is animated not by the idea that police must assure that they get respect; rather, the idea is that they should approach every situation by offering unconditional respect to every person they encounter. What's more, the authors make a strong and convincing case that giving everyone unconditional disrespect will make officers safer, better able to respond to fast-developing situations, more suited to defusing tension, and able to turn potentially dangerous problems to their advantage.

The heart of Colwell and Huth's approach is the cultivation of a "personal anima" -- an inner way -- built around genuine respect for all others. To put it in their words: "The profession of law enforcement requires a relentless striving for a personal anima which sees others as people and is rooted in integrity, buttressed by courage, and expressed as unconditional respect for all." The book spins out the contours of what this means in various situations, helping us to understand that they are not advocating surrender to the worst elements of society with some soft new kumbayah approach. On the contrary, their method requires an inner toughness and the determination to do what is right, and the readiness to stand up for it all the time, whether popular or not, whether favored by one's peers or not. The idea of giving everyone unconditional respect is not to portray a phony likability for those who don't deserve it, but to treat everyone as a person and worthy of respect for that reason alone. That, the authors say, will change everything in an encounter between officer and citizen, or between officers and their peers and commanders. This will demand uncommon self discipline, but that approach--not a tough-guy swagger--is what will make the officer on the street safe, aware, and able to respond in intelligent ways. If force is needed, the officer who operates with unconditional respect for others will use neither too much, nor too little. If the situation calls for something else, the officer will be aware enough to find these alternatives.

It is difficult to do justice to such a ground-breaking book in a short review; the view that the authors give us represents a real shift in the way the law enforcement job is done. My hope is that every police leader and every police officer will get a chance to read this book. I sincerely hope that it becomes part of the training curriculum in departments from coast to coast.

This is an excellent book! The concepts involved, if properly implemented, could be the change necessary to drastically improve the relationship between law enforcement personnel and the communities they serve. It also gives a playbook for improving the personal and professional lives of the men and women of law enforcement. A powerful book!!

I am always looking for books and other resources to add to my library of tools that I can turn to as an instructor. Regardless of the topic and how well we know it, the use of other's experience will always prove to be beneficial for our students. In "Unleashing the Power of Unconditional Respect" the authors have given us a powerful resource for training. The information should be woven through every topic we teach and not just cited during the Ethics block of the basic academy. The book will inspire ideas, discussions, and positive action by law enforcement educators and trainers who possess a copy. It will benefit the training you offer for academy cadets or for the veterans of your in-service classes.
