A.D.I.G. (Additional Deputy Inspector-General) "Tiger" Kelkar has gone to Vigatpore, outside Bombay, to check on Inspector G. V. Ghote's temporary work there. In a fit of righteous temper, Kelkar throws an inkpot at a foolish sergeant, killing him.
