Doesn't charge phone - low current draw

I have a Pixel 2 XL and attempted to use this cable to charge the phone. It delivers enough current to trigger the charging circuitry on the phone so that it says "Charging", but does not delivery enough current to actually charge the phone. I have my phone plugged in to this cable for about an hour and the level of charge was lower after the hour than when I started even though the phone had been plugged in and not used during that period.Reviewed in the United States on June 11, 2019
I placed a USB multi-meter on the cable and it showed 0.08A at 5.13V, yet when I tried a different cable using the same phone and power supply, the phone was able to draw 1.08A at 5.29V. Same phone, same power supply - tested within 5 minutes of each other, so nearly same level of charge on phone. I tried it with a different power supply - same result. Clearly there is an issue with this cable.
I returned the cable as defective and Amazon sent me another. Same result - almost negligible current draw. At this point in time I am going to look for a different cable from a different manufacturer.
