After an incident in Afghanistan stonewalled his career Carl, a brilliant but flawed General, has lost his will to live. However, the Pentagon and UN send him to Islamia, a poor and remote nation on the periphery of the Middle East, to command a UN peacekeeping mission. Reluctant to take up his new assignment Carl grumbles along without conviction while being constrained by a lack of troops and supplies as well as weak-kneed leadership from his political superiors and little international support.

Meanwhile the two factions in Islamia, the Regime in the North and the Rebels in the South, treat Carl's forces with derision and use the ceasefire as a chance to rearm and prepare for war. Worst of all the Rebels have constructed a series of isolated clinics in the South where they are conjuring up a dark future for the country. Observing these developments Carl and his people ask the Pentagon and the UN without success to help them keep the peace and stop Islamia from tearing itself apart.

Soon the Regime and the Rebels are fighting again while the latter abducts 10s of 1000s of Islamia's inhabitants to send to the sinister clinics deep inside their territory. Without help or guidance from his superiors and the international community Carl struggles to keep his peacekeepers alive while the people under his command beg him to come to the aid of Islamia's people. Severely outnumbered and outgunned in a hostile country without any prospect of outside intervention Carl has the unenviable choice of saving his own forces or risking them in a seemingly impossible task to prevent one of the worst massacres of the 21st Century.
