I'm assuming the other "reviewer" was talking about the VHS release of "The Mutilator", since no screens or copies of THIS version have been released, making it impossible for it to have "Bad Image Quality", as that person implied.
Really looking forward to this release, and I have no doubt that Arrow will knock it out of the park (as usual).
