Nor do I think the battle system is bad. It is actually really good. Different, but good. There is actually a great deal of strategy involve, much more then I initially though from what I had read (that compared the game to Dynasty Warrior) so it is NOT only a simple Hack & Slash. It actually as very little to do with Dynasty Warrior. It's a pretty unique system, and I really like it for it! There are some aspect of the battle system that could have been better, but I'm having too much fun to actually care.
As for the rest, the story is amazing, as is the soundrack (made by renewn composer Yasunori Mitsuda, (Chrono Trigger, Chrono Cross, etc.) And I absolutely love the graphics! They look like a live paint! Pictures don't give them justice.
As for the voice over, I played in Japanese and I think they are really good. I dont know about the english voice over.
Give this game a chance. If your open minded or have never played another Valkyria game (you have no unreasonable expectation) I believe you should like it. I know I did! :)
Aside from this, if you can get past the wall of dialog at the beginning and the terrible AI there is a decent story to be had. I can't really recommend this game at full price, but if/when it becomes cheaper it isn't the worst game I've ever played.
In terms of gameplay, the combat is slow and very repetitive. It starts off somewhat entertaining at first, but the game quickly starts to drag and the flaws of the combat really start to show after a few hours in. Hits a bad middle ground between Warriors-style mindless button mashing, and slow, plodding spellcasting. Your character doesn't even have combos; it's one button press, and your character goes off on a 5-hit uncancellable animation. When spellcasting, you pause the game to enter a menu, breaking the flow of combat, then time remains paused while your character casts the spell and hits enemies with it. This means that using spells literally turns the game into an endless stop-and-go while making you practically invincible.
The levelling system is also horrible, requiring you to farm the same five or so missions over and over to get magic spells which you can either equip on characters or convert to EXP that you can use to level up your skills. The skill trees are also a mess and go nowhere, only serving to slightly increase your stats. And gear is virtually useless; you can only craft four pieces of armour that ever so slightly give you a small boost, but the effort required to grind the best materials is completely worthless as you can beat the game very easily without even thinking about gear.
All in all, this game fails at being an RPG, or being an action game, and the story is told so poorly it's not even worth your time or money.
